Dual Borough Parking Enforcement Launch: Causeway Coast and Glens & Antrim and Newtownabbey Councils

CPS Delivers Simultaneous Parking Enforcement Rollout for Two Northern Ireland Boroughs

CPS successfully launched two comprehensive, borough-wide parking enforcement contracts on the same day for both Causeway Coast and Glens Borough Council (CCG) and Antrim and Newtownabbey Borough Council (ANBC) demonstrating our capacity to mobilise large-scale operations across multiple local authorities in Northern Ireland.

ANBC Parking Enforcement Rollout

The ANBC contract covers key commuter and town-centre car parks across Antrim, Ballyclare, Randalstown, Whiteabbey, and Glengormley. High-traffic sites include:

  • Railway Street
  • Castleway (Central)
  • Harrier Way
  • Market Square
CCG Parking Estate and Coastal Demand

The CCG estate spans over 30 car parks across a wide geographical area, including Portrush, Portstewart, Ballycastle, Ballintoy, and Coleraine. With intense seasonal tourism, coastal congestion, and limited space, CCG represents one of the most complex parking enforcement environments in Northern Ireland.

Expertise in Non-TMO Parking Enforcement

While many CCG car parks are regulated under a Traffic Management Order (TMO), several seasonal or temporary sites fall outside of statutory frameworks. CPS provides enforcement support for these non-TMO locations by:

  • Advising on legal frameworks for contract-based parking charge issuance
  • Designing compliant signage and terms & conditions
  • Delivering end-to-end enforcement, appeals, and debt recovery services
  • Aligning statutory and non-statutory operational practices

This comprehensive service allows councils to lawfully manage their full car park estates, including informal or previously unmanaged sites.

Managing Seasonal Parking Pressure in Coastal Towns

Towns like Portrush, Ballycastle, and Ballintoy face peak visitor traffic during summer months, leading to:

  • Long-stay abuse in free parking areas
  • Limited space turnover for residents and local businesses
  • Access issues at seafronts, harbours, and attractions

To mitigate these challenges, CPS implemented targeted seasonal parking enforcement at:

  • West Strand, Portrush
  • Ballycastle Seafront and Harbour car parks
  • Ballintoy Visitor Car Park (in a previous rollout)

Our support included strategic planning, signage input, enforcement design, and on-the-ground operational delivery.

Scalable and Flexible Parking Operations

CPS operates a responsive model tailored to seasonal demand. In collaboration with council teams, we:

  • Increase officer presence during peak periods and scale down in off season
  • Deliver visitor sensitive training for officers in high profile tourist zones
  • Ensure consistent enforcement across both permanent and seasonal car parks
  • Maintain a dedicated point of contact for efficient council coordination
Results an Impact

Our integrated enforcement approach delivered:

  • Increased turnover and reduced abuse in priority car parks
  • Improved access for residents, tourists, and local businesses
  • Legal assurance for non-TMO enforcement activities
  • Stronger public engagement through consistent, visible enforcement
