I'm experiencing parking misuse on my land, what are my options?
We offer a range of legal, effective tools to prevent and deter misuse. These include installing clear, legally compliant signage, issuing Parking Charge Notices (PCNs), vehicle immobilisation for persistent offenders, and full debt recovery through court and the Enforcement of Judgments Office (EJO) where necessary.
This ensures that unauthorised drivers are held accountable and you’re not left out of
pocket. We’ll guide you through the options and tailor enforcement to suit your site
and risk level.
How can CPS manage or make use of my land?
We consider a number of arrangements depending on your goals. Some
landowners prefer to lease or rent their land to us for operation, while others retain
ownership and appoint CPS to manage it under a service agreement. We can also
assist in exploring new uses for underused land, such as setting up temporary or
permanent pay and display sites. We’ll work with you to find the right balance of income, control, and oversight.
What kind of enforcement does CPS carry out?
We handle the full enforcement lifecycle, from the issuing of charges to pursuing
unpaid debts through court if needed. For persistent offenders, we provide vehicle
immobilisation carried out by SIA-licensed officers, fully trained in accordance with
our in-house vocational training centre. All enforcement is carried out professionally, lawfully, and in full alignment with the British Parking Association’s Code of Practice.
How do you ensure compliance with laws and regulations?
CPS is certified to ISO 9001 (Quality Management), ISO 14001 (Environmental
Management), and ISO 45001 (Health & Safety). We are a member of the British
Parking Association (BPA) and its Approved Operator Scheme (AOS), and we are an
SIA Approved Contractor for enforcement services.
This means we’re independently audited and bound by recognised industry
standards to deliver lawful, fair, and accountable parking management.
How do you ensure fairness for drivers using the site?
We use clear, BPA compliant signage to communicate parking terms, and offer a
range of convenient payment options cash, card, contactless, mobile apps, and
pay on foot machines.
If a driver feels a charge is unfair, they can appeal via our internal process or
escalate it to POPLA, an independent appeals body. This ensures transparency,
fairness, and accountability at all times.
What kind of reporting will I receive?
As detailed or as simple as you like. We provide regular reports showing
usage, enforcement activity, income, and system performance. Some landowners
prefer high level summaries; others want full audit ready breakdowns. We’ll adjust
the format and frequency to suit your needs.
How quickly do you respond to problems or faults on site?
Our systems are monitored remotely for performance and faults. If an issue
arises such as a damaged machine or signage we dispatch a technician or
support partner quickly, depending on the nature and location of the issue.
You’ll always have a direct point of contact who can coordinate a resolution without
delay.
How are complaints or disputes handled?
We operate a robust 3-stage complaints process, designed to provide timely and
fair responses.When we receive a complaint, we will:
-Acknowledge it within 14 days, providing a reference number;
-Investigate and provide a full response within 28 days;
– Notify the complainant if more time is required, and agree a revised timeline.
If the outcome isn’t satisfactory, it can be escalated to the British Parking
Association, our accredited trade body. Our aim is always to resolve complaints at
the earliest stage while being fair, transparent, and accountable.
I thought Parking Charges weren’t legally enforceable, is that true?
It’s a common misconception, but Parking Charges (PCNs) issued on private land
are enforceable under civil law. When a driver parks on private land where terms and
conditions are clearly displayed, a contract is formed. If those terms are
breached for example, by overstaying or failing to pay a PCN may be issued as a
claim for damages or loss.
If the charge remains unpaid, CPS has the legal right to pursue recovery through the
court system. We have a strong track record of doing so successfully. In Northern
Ireland, we can proceed to formal court action and, if necessary, escalate through
the Enforcement of Judgments Office (EJO) to ensure the debt is recovered.
Our processes are fully compliant with the British Parking Association’s Code of
Practice and are subject to external oversight. We always aim to resolve matters
fairly, but landowners can rest assured that when enforcement is required, it’s both
lawful and effective.
